Introduction to the SABER System for Product Registration
Saber, an online platform established by the Saudi Standards, Metrology and Quality Organization (SASO), is a mandatory registration system for all shipments entering the Saudi market. Implemented in January 2019, Saber replaces the older CoC system and aligns with the Saudi Product Safety Program, known as “saleem.” This platform facilitates the registration of goods and the issuance of Saber certificates for importers and traders.
How Saber Registration Works
Regulated Products (High or Medium-Risk):
- Products falling under Saudi technical regulations must undergo evaluation by a third-party notified body, akin to EU regulations.
- The assessment includes checking conformity certificates, SASO Mark, G-Mark, or SASO IECEE.
Non-Regulated Products (Low-Risk):
- Products not subject to Saudi technical regulations require suppliers to register in Saber for self-declaration and obtain a shipment certificate.
Product Certificate of Conformity (PCOC) Process:
- Log in to the Saber electronic platform.
- Enter all necessary information into the system.
- Choose the preferred Certification Body (CB) based on their scope.
- The CB conducts the assessment and requests technical document submissions from the exporter.
- The CB reviews all documents against SASO technical regulations.
- Once approved, the certificate is issued through Saber and is valid for one year.
- Pay fees via the Sadad system.
Shipment Certificate of Conformity (SCoC) Process:
- Create a new request online via Saber.
- Provide a new reference name and select the relevant valid certificates.
- Upload the commercial invoice and shipment data.
- Complete the request by adding models, quantities, barcodes, etc.
- The CB ensures the validity of PCoC for each regulated product.
- Pay fees through the Sadad system.
- The SCoC is issued online and is valid for the specific shipment.
Required Documents for Saber Registration:
- Ensure completion of your technical file with the following:
- Copy of the importer’s commercial registration (Saudi CR).
- Product name in Arabic and English.
- Description of all items and their features in both languages.
- Manufacturer’s name and address in both languages.
- Clear, high-resolution product images.
- Any available previous test reports, if applicable.
